The potential decline in library usage, particularly reference services, puts the necessity for these services in doubt. Library and information personnel in academic and research libraries work incessantly in networked environments. In early times, users were not having access to get knowledge through books. Everyone was not able to buy books. We remember that 30 years before people were not able to buy newspapers and then small villages started using common newspapers. There was no definite place that could be called a library and records were found to be scattered and not accessible after some time. Librarians used to sit in the library and waited for users to come in the library and get information. But in today's world technology user can use internet and gain knowledge/ information in few seconds because most of the topics are available easily. Wikipedia is the best example of it. This scenario is changing everyday as the technology is entered in the libraries. ICT (Information communication Technology) is making buzz in today's world and it has impacted on every compass of academic library activity especially in the form of the library collection development strategies, library building and groups.
